Split Rock Road Survey

The Split Rock Road Survey — documenting conditions, finances, and the plan still needed.

The Road Survey is this website. The map is the community view from the September 21, 2026 documentation drive — the recorded route and screening concentrations used to keep the community informed.

Research summary

Facts, questions, and gaps — counted from the tracker

These numbers come from the structured research file. Nothing here is a legal conclusion. Published community submissions remain at zero until human review occurs.

Process

Document → Understand → Request Transparency → Establish Plan → Execute Plan → Measure Progress

If reasonable attempts to obtain transparency, planning, and corrective action fail, additional formal remedies may be considered separately. Litigation is not predetermined.

Finances

Did paying owners get what they paid for?

Unpaid accounts are Split Rock’s to collect. The question for people who paid is whether that money produced safe, lasting road work — and a plan for the years still ahead.

Ownership

Split Rock Investments owns the roads

It is the successor of Vacation Charters. The resort later passed through foreclosure and Stabilis. The roads stayed on the successor line.

Ownership & Responsibility

Requested result

A written, funded road plan

Condition assessment, safety work, costs, funding, a delinquency strategy, reporting, and accountability — then measured action against that plan.

What we are asking for

Next Steps

From documentation to measurable action

1. Document

Collect road conditions, photographs, video, correspondence, financial records, and governing documents.

2. Verify

Separate documented facts from reports, assumptions, and unresolved questions.

3. Identify Gaps

Determine what information is still required before a complete picture can be supported.

4. Request Transparency

Seek missing financial, maintenance, ownership, and operational information.

5. Formal Communication

Clearly document concerns, requested information, desired corrective actions, and reasonable response periods.

6. Establish a Funded Road Plan

Seek a multi-year plan covering safety, deferred maintenance, routine maintenance, priorities, costs, funding, and timelines.

7. Measure Execution

Track commitments against actual work performed.

8. Independent Professional / Legal Review

Obtain appropriate independent review of the ownership chain, successor relationships, deed restrictions, assessment and collection authority, financial records, documented conditions, notice questions, and available options. Litigation is not predetermined.

9. Evaluate Next Steps

Evaluate recommendations and available remedies based on evidence and professional advice.

10. Escalate if Necessary

If transparency, planning, and reasonable corrective action cannot be achieved, evaluate appropriate formal remedies. No single outcome is assumed.
