Did paying owners get what they paid for?

People paid road-maintenance fees. Split Rock billed them, circulated two expense pictures, and promised more reports. We cannot yet show that the money produced safe, lasting work.

Past-due balances show up on those pictures. Collection is Split Rock’s job. It is not a reason to short the owners who already paid.

What is still missing We have two circulated pictures. We do not have books, invoices, or the promised second-half 2025 report.
  • The January 2026 summary for July–December 2025 has not been located.
  • There is no ledger of what is assessed each year, what was billed, and what was actually collected.
  • There are no invoices or work orders behind the labor, supply, subcontract, and snow lines.
  • Reserves and a multi-year budget for repair and replacement are not shown.
Did the work match the money? The pictures name categories of spend. The Road Survey records conditions. The two have not been matched.
  • Labor, supplies, subcontract work, and snow are listed. That is not proof each dollar bought the repair it was meant to buy.
  • If money was spent on roads, remaining defects have to be explained: unfinished work, the wrong work, or work that did not last.
  • Responsible use means spending in the interest of the people who paid — on safety and on repairs that hold — not only on a year-end category list.
The roads are not going away Repair, replacement, and ordinary maintenance will continue. That has to be planned and funded.
  • Safety problems already in the record cannot wait on a complete ledger.
  • Patching one season is not a plan. Pavement fails whether or not anyone writes the schedule down.
  • A credible path is current condition, near-term safety work, a deferred list, costs, collection of unpaid accounts, and year-by-year work paying owners can check.

These improvements are possible thanks to your timely contributions through maintenance fees. Our goal is to ensure transparency and accountability in how every dollar is allocated.

We recognize that in the past these updates were not consistently provided, and we are committed to improving our communication. Beginning with this report, you will receive a clear financial summary every semester to ensure full transparency.

The next financial summary will be provided in January 2026, covering July–December 2025.
