Community research and accountability tracker

Known. Unknown. Evidence needed.

Scan the list, then open an item to read the record and view source images or letters. Statuses come from documents in this project, not from a prompt.

The first financial question is whether paying owners received the road work they funded. Unpaid assessments matter, and Split Rock has to collect them. Delinquency does not answer ownership, and it does not excuse unsafe roads or the lack of a long-term plan.

Ownership, succession, and responsibility are collected on the Ownership & Responsibility page.

Confirmed Township minutes in the Right-to-Know packet What do the supplied township minutes record about Moseywood Road maintenance?

ID: R-TWP-POSITION Evidence type: Township meeting minutes obtained through a Right-to-Know request Source: Right-to-Know township packet, PDF page 25 Source date: 2022-06-28 Reviewed: 2026-09-25

What the evidence establishes

The June 2022 minutes, obtained through a Right-to-Know request, record a Moseywood pothole complaint and a referral to Split Rock. They include wording that those roads are not township-maintained. That is language in the minutes, not a statement of Kidder Township’s current position.

What this does not yet establish

Kidder Township’s current position, whether the township supports or opposes this work, a title search, or current ownership.

What we need

  • Any current township statement
  • Road-parcel map

Later minutes or township correspondence can be submitted. Nothing here should be read as speaking for the township.

A newsletter was sent stating that 2024 (January–December) and 2025 (January–June) road-maintenance summaries were being shared, that semester reports would follow, and that the next summary would cover July–December 2025 in January 2026. Two expense-summary images are embedded in that email.

What this does not yet establish

That the image figures are complete books, audited, or correctly totaled.

What we need

  • January 2026 semester report

Community safety concerns

Letter body only. Names in greetings, addresses, and headers are omitted or reduced.

Read the full letter
Dear [recipient],

I am writing to formally document ongoing concerns regarding the condition,
maintenance, and safety of infrastructure owned and maintained by Split
Rock, including the road system, water system, and community amenities that
residents financially support through assessments and user fees.

As you know, property owners are required by deed restriction to pay annual
assessments for the maintenance of the common roadways. Homeowners are also
subject to collection actions and liens for non-payment of those
assessments. Given these requirements, many residents are becoming
increasingly concerned about the deteriorating condition of the roads and
the apparent lack of maintenance being performed.

Over the past year, I have personally observed numerous safety and
maintenance concerns, including:

Road Maintenance and Winter Operations

• Snow plowing has frequently been inadequate during and after winter
storms.
• Roads are often not plowed to a width that safely accommodates two-way
traffic.
• Salting operations appear inconsistent or insufficient, creating
hazardous driving conditions.
• Post-storm cleanup and snow removal are frequently incomplete.

Road Conditions and Safety

• Road surfaces throughout the community have deteriorated significantly.
• Potholes and failed pavement sections have created safety concerns for
motorists, pedestrians, cyclists, and golf cart traffic.
• Several residents have experienced vehicle damage, including flat tires
and damaged wheels.
• Repeated cold-patch repairs and temporary fixes often fail within a short
period of time, resulting in recurring maintenance costs without addressing
the underlying problem.
• Many repairs have created uneven transitions and bumps that further
impact drivability and safety.
• Maintenance work is often performed on blind curves without adequate
warning signs, traffic control measures, or advance notice to motorists.

Emergency Access and Traffic Safety

• A section of Lake Drive remained partially closed and restricted to one
lane for an extended period of time with limited signage despite serving as
an emergency access route.
• Several roads have become overgrown to the point where vehicles cannot
safely remain within their lane of travel without encountering branches and
vegetation.

Water System Concerns

• Fire hydrants do not appear to be regularly flushed or maintained to
remove sediment.
• Residents have been advised that well pumps have required replacement
multiple times after concerns were raised regarding pump sizing and
suitability.
• Communication surrounding boil-water advisories has been inconsistent. On
multiple occasions residents were unaware of advisories until after water
had already been consumed or used.

Dock and Waterfront Safety

• Dock repairs have not been completed in accordance with previously
communicated schedules.
• Multiple dock sections have broken loose or drifted away during the past
year.
• Some dock areas remain in unsafe condition, including protruding
hardware, unstable sections, and inadequate mooring infrastructure.
• Current conditions create safety concerns for residents and increase the
likelihood of personal injury and property damage.

Infrastructure Planning and Transparency

• There are known drainage and infrastructure issues throughout the
community that appear to require correction before roadway resurfacing can
be effective.
• I am not aware of any comprehensive plan that addresses these underlying
infrastructure deficiencies.
• Financial reporting and communication regarding road maintenance
expenditures, priorities, and future projects has been limited and
inconsistent.

I have photographs documenting many of these conditions and can provide
them upon request.

While I understand that some property owners may be delinquent in paying
assessments, the governing documents provide mechanisms for the collection
of unpaid assessments. As a paying property owner, I am concerned that the
condition of the roads and other community infrastructure has reached a
point where public safety, emergency vehicle access, property values, and
liability exposure may be affected.

I also note that many of the concerns identified above involve assets and
infrastructure directly owned, controlled, or maintained by Split Rock and
are not limited solely to roadway conditions. This raises concerns
regarding long-term maintenance planning, prioritization of repairs, and
overall stewardship of community infrastructure.

Accordingly, I respectfully request:

   1. An update regarding the current financial status of the road
   maintenance program.
   2. Information regarding collection efforts being pursued for delinquent
   accounts.
   3. A copy of any planned maintenance schedule or capital improvement
plan for the roads, water system, and related infrastructure.
   4. A timeline for addressing the safety concerns identified above.
   5. Clarification regarding how residents will be informed of future
repairs, maintenance activities, and boil-water advisories.

My goal is not to assign blame but to understand how these issues will be
addressed moving forward and what actions are being taken to ensure the
safety and reliability of the infrastructure serving our community.

I would appreciate a written response within 30 days.

Thank you for your attention to this matter.

Sincerely,

Corey Lear

Community improvements and next steps

Caroline and Silvia,

I hope you do not mind me including you in this email thread. Another homeowner kindly provided me with Carolines contact information, and I received Silvias information through the Split Rock Owners Circle. My understanding is that you may both be more closely connected to the broader community improvements and road maintenance concerns being discussed.

First, Mary, I want to sincerely apologize if my earlier response caused additional emails or frustration to be directed toward you. You have consistently been a helpful point of contact for the community, and I recognize that this can also place you in the difficult position of becoming the recipient of concerns that may fall outside your direct responsibilities. That was never my intention. You have been extremely helpful, and I do not want the communitys frustration unfairly placed on you.

My goal in raising these concerns was to help begin a productive conversation and identify the right people who can work with homeowners toward a clear plan of action. Since sending the original email, I have received several positive responses from homeowners who are interested in participating and helping move this effort forward.

It is becoming increasingly clear that several areas of the community require attention. Portions of the roads continue to deteriorate, much of the signage is outdated or falling apart, and the overall need for coordinated improvements is becoming more noticeable over time. I believe many homeowners understand that meaningful improvements require funding and are willing to continue contributing, but greater transparency around the priorities, responsibilities, planned work, anticipated schedules, and use of collected funds would help build confidence and broader support.

Hopefully, this conversation can lead to a partnership between the Split Rock homeowner community and Split Rock Resort. Even if that requires several homeowners to participate in assessing the needs, helping develop a plan, communicating it to the broader community, and encouraging everyone to remain current with their financial obligations, I believe there are people willing to assist.

The goal is not to assign blame or criticize the individuals working to support the community. It is to bring the appropriate people together, understand how decisions are made, establish realistic priorities, and create a plan that homeowners can believe in and support. Greater visibility would also help reassure owners that the money being collected is being directed toward the improvements that are most urgently needed.

Caroline and Silvia, I have not had the opportunity to speak with either of you yet, but I am hopeful you can help guide us toward the appropriate next steps and the right representatives to include. I, along with several other homeowners who have reached out, would be more than willing to participate in a smaller working group to help organize this effort and see it through.

Thank you all for your time and for everything you do for the Split Rock community. I truly believe everyone shares the same ultimate goal of seeing the community improve, remain beautiful, and continue to be a place that homeowners and visitors can be proud of.

Best,
Craig Lewis

Caroline and Silvia,
I wanted to follow up, as I have not received a response to my previous email.
The main purpose of reaching out is to better understand whether there is a formal plan of action for the communitys infrastructure upgrades, including the roads, signage, and other needed improvements.
More importantly, homeowners need to see a schedule that clearly identifies:

  *
What improvements are planned
  *
The priority of each improvement
  *
When the work is expected to begin
  *
When each item is expected to be completed

I believe having a clear and transparent plan with an associated schedule would give homeowners greater confidence, encourage participation, and help everyone understand how the community will improve over time.
Please let us know if you are the appropriate individuals to discuss this with or who should be included so we can begin moving the conversation forward.
Thank you,

Subject: Split Rock Lake Harmony - Community Improvements and Next Steps

Caroline and Silvia,

I hope you do not mind me including you in this email thread. Another homeowner kindly provided me with Caroline’s contact information, and I received Silvia’s information through the Split Rock Owners Circle.

You have been extremely helpful, and I do not want the community’s frustration unfairly placed on you.

Best,
Craig Lewis

Supported — Verifying

Meaningful evidence exists, but an important piece remains unresolved.

Supported — Verifying Road ownership — historical Who historically owned and operated Moseywood Road?

ID: R-OWN-1990 Evidence type: Published court opinions (copies not yet stored in this project) Source: Vacation Charters, Ltd. v. Pa. PUC, 133 Pa. Commw. 179 (1990); 529 Pa. 464 (1992) Source date: 1990 / 1992 Reviewed: 2026-09-25

What the evidence establishes

Publicly reported opinions describe Moseywood Road in Kidder Township as then owned and operated by Vacation Charters Ltd., and they discuss road-maintenance charges paid by Split Rock property owners. The 1992 Supreme Court opinion reversed the 1990 PUC/turnpike holding.

What this does not yet establish

Current ownership of Moseywood Road or any other Split Rock roadway. The project does not yet hold a saved copy of either opinion for local citation checking.

What we need

  • Saved PDF or official reporter copies of the 1990 and 1992 opinions
  • The record citations those opinions rely on
  • Later conveyances after 1992

If you have a copy of either opinion or later title documents, submit the original file.

Supported — Verifying Successor documentation Does a recorded document identify Split Rock Investments, LLC as successor of Vacation Charters, Ltd.?

ID: R-OWN-SUCCESSOR Evidence type: Recorded successor instrument plus the house-instrument reservation to successors Source: Carbon County Deed Book 1892, Page 683; house instrument clause 9 Source date: Successor deed; house instrument reviewed 2026-09-22 Reviewed: 2026-09-25

What the evidence establishes

Split Rock Investments, LLC is the successor of Vacation Charters, Ltd. The house instrument had reserved abutting road ownership to Vacation Charters, successors and assigns.

What this does not yet establish

A scan of 1892/683 is not yet stored in this public file. Resort, hotel, and water transfers are a separate chain.

What we need

  • A public scan of Deed Book 1892, Page 683 with the legal description visible

A scan of the recorded instrument, with book/page visible, would complete the public file.

I Have Information
Supported — Verifying Road ownership reservation in one house instrument What does the supplied house instrument say about road ownership?

What the evidence establishes

The supplied instrument reserves ownership of roads, streets, lanes and pathways abutting the described lot to Vacation Charters, successors and assigns, subject to specified access use.

What this does not yet establish

Present title, community-wide applicability, execution/recording history, or ownership of every mapped road.

What we need

  • Recorded copy with book/page
  • Other parcels’ instruments
  • Amendment history

Provide the restriction pages from your deed if they differ from this wording.

Supported — Verifying Current road ownership Who currently owns the Split Rock roads?

ID: R-OWN-CURRENT Evidence type: Successor deed plus Split Rock’s own road-maintenance role Source: Deed Book 1892, Page 683; house instrument; October 2, 2025 road-maintenance newsletter Source date: Successor deed; newsletter 2025-10-02 Reviewed: 2026-09-25

What the evidence establishes

The known road owner is Split Rock Investments, LLC. It is the Vacation Charters successor, and it bills and reports road maintenance. Split Rock treats the roads as its responsibility.

What this does not yet establish

That later resort owners (Stabilis, SCH USA / Bel Air) took the roads. Those transfers are the hotel/resort chain.

What we need

  • A stored scan of the successor deed
  • Recorded resort deeds, to show that chain beside the road chain

Recorded deeds that show the resort parcels help keep the two chains from being mixed.

I Have Information
Supported — Verifying Historical road assessments Have road-maintenance assessments existed historically?

What the evidence establishes

The 1990 reported opinion discusses annual road-maintenance charges then paid by Split Rock property owners. The supplied house instrument contains an annual common-road maintenance assessment clause.

What this does not yet establish

The current assessment amount, who now bills it, or community-wide current practice.

What we need

  • Current assessment statement
  • Authority documents now in force
  • Saved court-opinion PDF

Upload an old or current road-assessment bill.

What the evidence establishes

The supplied instrument covenants an annual assessment for maintenance of common roadways, including lighting, payable within 30 days of billing.

What this does not yet establish

That this clause binds every parcel, the present dollar amount, or a required pavement service level.

What we need

  • Recorded community-wide instruments
  • Current billing statements

Deed restriction pages and recent assessment invoices are needed.

Open Question

Insufficient evidence currently exists to answer the question.

Open Question Assessment collection and delinquency What is the financial effect of unpaid road assessments?

ID: R-DELQ Evidence type: Image summaries mention a past-due balance; figures are not yet human-verified Source: October 2025 newsletter images; no account-level records Source date: 2024 and January–June 2025 image summaries Reviewed: 2026-09-25

What the evidence establishes

Delinquency is a funding question that must be measured. Individual homeowners will not be identified on this site.

What this does not yet establish

A verified shortfall, that nonpayment excuses or does not excuse any obligation, or any person’s account balance.

What we need

  • Official receivables aging
  • Number of delinquent accounts (no names)
  • Collection actions, liens, recoveries, write-offs
  • Collection expenses

Official collection reports, without personal account identifiers, are needed.

Open Question Paying owners and unpaid accounts Does unpaid assessment money excuse unfinished or unsafe road work?

ID: R-ACCOUNTABILITY Evidence type: Community accountability question Source: October 2025 summaries plus the Road Survey record Source date: Open as of 2026-09-25 Reviewed: 2026-09-25

What the evidence establishes

The first financial question is whether paying owners received the work they funded. Past-due balances appear on the circulated summaries. Collection is Split Rock’s job. Delinquency does not, by itself, answer ownership or excuse unsafe roads or the lack of a long-term plan.

What this does not yet establish

That any party is legally excused or not excused.

What we need

  • Official collections totals without names
  • Invoices matched to completed work
  • A multi-year funded plan

Official collection reports and work records, without personal account identifiers, are the next evidence.
