These improvements are possible thanks to your timely contributions through maintenance fees. Our goal is to ensure transparency and accountability in how every dollar is allocated.

We recognize that in the past these updates were not consistently provided, and we are committed to improving our communication. Beginning with this report, you will receive a clear financial summary every semester to ensure full transparency.

The next financial summary will be provided in January 2026, covering July–December 2025.

Dear [recipient],

I am writing to formally document ongoing concerns regarding the condition,
maintenance, and safety of infrastructure owned and maintained by Split
Rock, including the road system, water system, and community amenities that
residents financially support through assessments and user fees.

As you know, property owners are required by deed restriction to pay annual
assessments for the maintenance of the common roadways. Homeowners are also
subject to collection actions and liens for non-payment of those
assessments. Given these requirements, many residents are becoming
increasingly concerned about the deteriorating condition of the roads and
the apparent lack of maintenance being performed.

Over the past year, I have personally observed numerous safety and
maintenance concerns, including:

Road Maintenance and Winter Operations

• Snow plowing has frequently been inadequate during and after winter
storms.
• Roads are often not plowed to a width that safely accommodates two-way
traffic.
• Salting operations appear inconsistent or insufficient, creating
hazardous driving conditions.
• Post-storm cleanup and snow removal are frequently incomplete.

Road Conditions and Safety

• Road surfaces throughout the community have deteriorated significantly.
• Potholes and failed pavement sections have created safety concerns for
motorists, pedestrians, cyclists, and golf cart traffic.
• Several residents have experienced vehicle damage, including flat tires
and damaged wheels.
• Repeated cold-patch repairs and temporary fixes often fail within a short
period of time, resulting in recurring maintenance costs without addressing
the underlying problem.
• Many repairs have created uneven transitions and bumps that further
impact drivability and safety.
• Maintenance work is often performed on blind curves without adequate
warning signs, traffic control measures, or advance notice to motorists.

Emergency Access and Traffic Safety

• A section of Lake Drive remained partially closed and restricted to one
lane for an extended period of time with limited signage despite serving as
an emergency access route.
• Several roads have become overgrown to the point where vehicles cannot
safely remain within their lane of travel without encountering branches and
vegetation.

Water System Concerns

• Fire hydrants do not appear to be regularly flushed or maintained to
remove sediment.
• Residents have been advised that well pumps have required replacement
multiple times after concerns were raised regarding pump sizing and
suitability.
• Communication surrounding boil-water advisories has been inconsistent. On
multiple occasions residents were unaware of advisories until after water
had already been consumed or used.

Dock and Waterfront Safety

• Dock repairs have not been completed in accordance with previously
communicated schedules.
• Multiple dock sections have broken loose or drifted away during the past
year.
• Some dock areas remain in unsafe condition, including protruding
hardware, unstable sections, and inadequate mooring infrastructure.
• Current conditions create safety concerns for residents and increase the
likelihood of personal injury and property damage.

Infrastructure Planning and Transparency

• There are known drainage and infrastructure issues throughout the
community that appear to require correction before roadway resurfacing can
be effective.
• I am not aware of any comprehensive plan that addresses these underlying
infrastructure deficiencies.
• Financial reporting and communication regarding road maintenance
expenditures, priorities, and future projects has been limited and
inconsistent.

I have photographs documenting many of these conditions and can provide
them upon request.

While I understand that some property owners may be delinquent in paying
assessments, the governing documents provide mechanisms for the collection
of unpaid assessments. As a paying property owner, I am concerned that the
condition of the roads and other community infrastructure has reached a
point where public safety, emergency vehicle access, property values, and
liability exposure may be affected.

I also note that many of the concerns identified above involve assets and
infrastructure directly owned, controlled, or maintained by Split Rock and
are not limited solely to roadway conditions. This raises concerns
regarding long-term maintenance planning, prioritization of repairs, and
overall stewardship of community infrastructure.

Accordingly, I respectfully request:

   1. An update regarding the current financial status of the road
   maintenance program.
   2. Information regarding collection efforts being pursued for delinquent
   accounts.
   3. A copy of any planned maintenance schedule or capital improvement
   plan for the roads, water system, and related infrastructure.
   4. A timeline for addressing the safety concerns identified above.
   5. Clarification regarding how residents will be informed of future
   repairs, maintenance activities, and boil-water advisories.

My goal is not to assign blame but to understand how these issues will be
addressed moving forward and what actions are being taken to ensure the
safety and reliability of the infrastructure serving our community.

I would appreciate a written response within 30 days.

received a response.

The 30-day response period is expiring tomorrow, and I would appreciate an
update on the status of my request. If additional time is needed, please
let me know the reason for the delay and provide an anticipated date by
which I can expect a response.

My intent is simply to ensure the matter continues to move forward and that
there is a clear line of communication.

If the request has been forwarded to another individual or department, I
would appreciate knowing who is handling it so I can direct any future

My understanding is that you may both be more closely connected to the broader community improvements and road maintenance concerns being discussed.

First, Mary, I want to sincerely apologize if my earlier response caused additional emails or frustration to be directed toward you. You have consistently been a helpful point of contact for the community, and I recognize that this can also place you in the difficult position of becoming the recipient of concerns that may fall outside your direct responsibilities. That was never my intention. You have been extremely helpful, and I do not want the community�s frustration unfairly placed on you.

My goal in raising these concerns was to help begin a productive conversation and identify the right people who can work with homeowners toward a clear plan of action. Since sending the original email, I have received several positive responses from homeowners who are interested in participating and helping move this effort forward.

It is becoming increasingly clear that several areas of the community require attention. Portions of the roads continue to deteriorate, much of the signage is outdated or falling apart, and the overall need for coordinated improvements is becoming more noticeable over time. I believe many homeowners understand that meaningful improvements require funding and are willing to continue contributing, but greater transparency around the priorities, responsibilities, planned work, anticipated schedules, and use of collected funds would help build confidence and broader support.

Hopefully, this conversation can lead to a partnership between the Split Rock homeowner community and Split Rock Resort. Even if that requires several homeowners to participate in assessing the needs, helping develop a plan, communicating it to the broader community, and encouraging everyone to remain current with their financial obligations, I believe there are people willing to assist.

The goal is not to assign blame or criticize the individuals working to support the community. It is to bring the appropriate people together, understand how decisions are made, establish realistic priorities, and create a plan that homeowners can believe in and support. Greater visibility would also help reassure owners that the money being collected is being directed toward the improvements that are most urgently needed.

Caroline and Silvia, I have not had the opportunity to speak with either of you yet, but I am hopeful you can help guide us toward the appropriate next steps and the right representatives to include. I believe many homeowners understand that meaningful improvements require funding and are willing to continue contributing, but greater transparency around the priorities, responsibilities, planned work, anticipated schedules, and use of collected funds would help build confidence and broader support.

Hopefully, this conversation can lead to a partnership between the Split Rock homeowner community and Split Rock Resort. Even if that requires several homeowners to participate in assessing the needs, helping develop a plan, communicating it to the broader community, and encouraging everyone to remain current with their financial obligations, I believe there are people willing to assist.

The goal is not to assign blame or criticize the individuals working to support the community. It is to bring the appropriate people together, understand how decisions are made, establish realistic priorities, and create a plan that homeowners can believe in and support. Greater visibility would also help reassure owners that the money being collected is being directed toward the improvements that are most urgently needed.

Caroline and Silvia, I have not had the opportunity to speak with either of you yet, but I am hopeful you can help guide us toward the appropriate next steps and the right representatives to include. I, along with several other homeowners who have reached out, would be more than willing to participate in a smaller working group to help organize this effort and see it through.
